    I noticed a few tiny fragments of the carbon on the white gravel, which came from my filter. 99% should be activated carbon unless somehow it is charcoal...

    Anyway will it be toxic? I have a couple of otos and a yet to be identified pleco as bottom dwellers.

    Activated carbon (activated charcoal) is non-toxic, In fact its used as treatment in capsule form for diarrhea in humans because it absorbs toxins.

    Many shrimp keepers use bamboo charcoal tubes as decorations and hiding spots in their tanks.

    after toxins are absorbed by the carbon, they will leach the toxins back to your tank.
    so remove after use.
