I know where is a Airpump in the tank, Well i only on airpump when the light is off
If you use Lapis sand, no fertilization and only co2 tablets then be warned that in a few months time, you not only have to worry about your foreground, your background and mid ground plants will also suffer. More over, because of the unstable co2, you need to worry about BBA.
I would suggest visiting the beginner forum and read some of the stickies there. They would help a lot.

no what i mean is will hairgrass do well in my tank? provided that the height of the lapis sand is only 2cm?... will get fert soon, but what fert should i get for HG root fert or liquid fert?
will try to get a c02 tank, now the problem is that i want to know whether the hg will survive in this thin layer of lapis sand
Yes, Hairgrass will survive in this thin layer of lapis sand if you provide great condition for them. No amount of fertilizer will help if you don't add CO2 into the tank. This tank is not looking good without CO2.
