Need help to remove scratches on my tank

Hi, does anyone know where I can get the equipment for polishing my glass tank (outer side)? Accordingly to the post below, I need to have a buffering disc, pad, drill and cerium oxide? Has anyone tried before and can loan me these equipments? Thanks for any advise!

Can those car windscreen polish do the job as well? I heard they contain cerium oxide.
