Glass Catfish or Tetra fishes?

Hi. If you guys have a choice, would you keep Glass Catfish or Tetra Fishes? Basically, my tank are filled with 4 Glass Catfishes and around 40 tetra fishes. I don't know if I should focus on catfish or tetra because my catfish seem to be really shy and scared.

Any advices, please?

At more glass catfish. They are shoaling fishes. Minimum of 6.
