Chiller Enquires

I intend to set up 2nd tank in my study room. Tank size should be around 30x17x20 cm, therefore around 10 litre in volume growing wild Betta Channoides and some plants. The room ambient temperature can be as high as 32 degree C during the day time with no direct sunlight.

Do I need a chiller for such setup? If so

1. Which brand?
2. type?
3. estimated cost?
4. Where to buy?

I'm pretty new to chiller. Thanks in advance for all advises.
