JBJ lighting with built in e-ballast

Anyone with experience with those lighting that have built in e-ballast, i mean those strip down e-ballast that save place. I have a e-ballast that is not working very well, have to switch on and off 2-3 times to get it to work. Is it easy to replace the e-ballast. Any advice? BTW i have change all 4 PL tubes so its not a tube problem.

Got some questions:
1. Is the lights originally come with E-ballast or is it modified?
2. Confirm with you whether it's an e-ballast or it has starters?
3. Does all 4 tubes unable to light up or just 2?
