You have to see the flow rate. Another option is whether they restart on their own when power supply is switch off and on while you're not at home.

For a slower flow rate (<1500 l/h) which is better? And which ones will restart after a power outage?

all will restart as long as the siphon effect ( water remains in the siphon chamber ) is still there.
