I think algae problem is due to your tank that is newly setup for only a week. Plants has not rooted yet, and bacteria has not grown enough. With such a long period of lighting(12hrs) and running at such high light(~3.9W/gal), your tank is likely to have algae.
Reduce your light period to about 4-5 hrs, then gradually increase it by an hour every week to about 9-10 hours. Once your tank is more stable for about 1-2 months time, dose fertiliser fully.
At full dosing, K should be 20ppm or more, Fe 0.5ppm or more. Lower than that, likely to have defiency problem - especially if your lighting is that high. If you don't dose N & P, stock with enough bioload to balance it up(only after your tank is cycled).
