Actually it should be the other way round....when a cylinder is just filled using the cold compression method, the reading should be lower and when it warms up the pressure usually goes up.
Between the two readings you have, did you use the same regulator. if so, remove the regulator and check for leaks by using a foamy soap solution and apply it to all possible joins like the main valve, safety valve and the main socket. If this is cleared, attached the regulator on and turn on the main valve. Use the same solution to check the regulator. If this portion is cleared, engage the solenoid and apply the same solution to the gauge joint.
If there are still no leaks, perhaps the gauge could be a little off.
