I also read of this "end of tank dump" with cylinders and something will happen if using diffuser or something.
Also catch no ball with their deep englang.

when all liquid co2 is used up, co2 tank pressure will drop. when the pressure has dropped low enough, the co2 regulator will not be able to regulate output pressure and will become an opened valve. this will allow remaining co2 gas to be dumped.

even with needle v/v also cant prevent this? any side effect to the tank if it goes empty?

if your needle valve can operate at pressures where dumping occurs, then you may be able to prevent too much co2 from getting into your aquarium.
there will be negligble side efect to co2 tank when it goes empty. the side effect is fatigue, which is a result of metal expanding and contracting.

The really BAD thing of end-of-tank dump... if nothing prevents or controls it... is a whole lot of CO2 is suddenly dumped into your aquarium and there is a overdose, resulting in fishes dying from CO2 poisoning.
So far, I have not heard any cases of end-of-tank dump in the hobby.
