If I were you, I go for 3x36W.
4x36W is ok. But the demand for CO2 and nutrients is high. You got to be more diligent in both fertilisation and trimming. CO2 is a must. You are most likely required to dose of K, NO3 and PO4.
If you do not have prior experience, it is gonna be quite a challenge trying to get the CO2 & fertilisation right. Because once you get it wrong, it is going to be frustrating dealing with the resultant algae.
