why not get a exernal filter ?? smaller ones go for about 50 or more i think .

base fert ah , i think about 1 inch will do wor , but remember to cover it up with a slightly thicker layer of gravel

CO2 system under $100 , u might need to get a manual reg , Which i personally would not encourage

Electrical gauge? Never seen one before. [] Do you mean solenoid powered by electricity?
Nature Aquarium is a good place to visit as the boss knows his stuff well. [] ...C328, Keong Seong and bioplast also comes to mind.

How much for a 5kg bag of gravel? Is there a min/max size for the gravel?
Do you remove the pot from the plant b4 planting in tank or just put the whole pot into the gravel?
    What are fast growing plants?

I think you just make a trip down to Nature Aquarium opposite Thomsom medical center...
all ur questions can be solved by the knowledgeable Mr Chan.

CO2 set get from him is cheap and he can advise u. Lonestar, he sells "loose" form by the KG so u no need to get the whole pack which i think may be too much for a two feet...not sure.
He got most of the things u require...so a good place to grab all.

    Good luck

Agree with tltan, have a trip down to NA. You can get almost everything you need for your planted tank. Can ask the boss if you have anything that you are not sure about.

If I am not wrong, for a 36W e-ballast PL light, it will cost ard $60/-

With regards to CO2, I always advise ppl to get the regulator that comes with a solenoid but most planted tank starters can't really afford it. Why not try DIY co2 first, at the meantime save up for a solenoid valve regulator. I recieved many complains about those manual regulators and in the end most of these guys resorted to buying an extra set of regulator (with solenoid).

    Do consider.
    Cheers!!
