    Yes I would like to know the most appropriate Kelvin for plant growth.
    Currently I am using the stock tubes super sun 12k. Is this too bright for a 2ft tank?

    I think the 12k is too "blue" for the plants. What I am using is a combination of 1 7500k and 1 10000k T5HO 24W. 6500k is also good for plants but it makes your tank too "yellow" for viewing.
    I saw a T5 HO 24W full spectrum this afternoon at Staraqua - Yishun. It should be perfect for planted tank, but it's not cheap ($25).

    Anything from 6500k onwards with full spectrum will be optimal for the plants, however, i will stop at 10000 in my opinion. How white or yellow is actually up to your preference on how your tank set up should "feel". The reason why i stopped at 10000k is that its seems too artifically bright and white for my likening.
