Depends on what you plan to grow at the bottom of the tank. For crypts, anubias, and other low light plants, FLS are enough for such height. If you want to grow light demanding plants, you may have a harder time.

Light-demanding plants. Most creeping foreground plants need lots of light. In nature, most aquatic plants grow until close to surface. Short plants we use for foreground tend to be plants that grow in shallow water where they get plenty of light.
The last time I tried short foreground plants in a 2 foot deep tank with FL, I was growing Echinodorus tenellus. Think I had about 1.9 WPG on the tank. It was a 6'x2'x2' tank. Also grew Saggitaria subulata, but that plant has wider leaves.
I can't say for sure, but you could probably try with 2 to 2.5 WPG of T5 FLs with good reflectors. Make sure you give the plants enough CO2 and other nutrients. Don't forget to dose potassium (K)... that really helps provided all else necessary are in place.
