Should be. Depends on what soil you are using.
Actually, if you tank is not too big and you don't want to re-setup, you could possibly just remove the fish, drain out all the water, seal it with something like Glad Wrap and move the tank intact over to the new house within say an hour or 2. Then refill the tank. You'll probably still have to cycle the tank again unless you can find/buy the huge plastic bags from the LFS to bring at least 3/4 of your water.
Your filter should be moved over with enough water to cover at least the bio-media. The sooner you can re-start the filter, the better. The bacteria in there needs oxygen. At the new house, best if you can pour some old tank water into a pail or unused tank and start the filter running on that first.
If you do tear down, than take the opportunity to re-energise it by mixing in some substrate fertilisers similar to JBL FloraPol (not to be confused with FerroPol). If the soil is older then 3 years, then I recommend changing it.
