I want to setup a new cherry shrimp tank...after mine was indirectly destroyed by hydras and my stupidity..X.X now i want to start a tank without those problems...can anyone give me some suggestions or tips?

....i undid it when all my shrimps died..X.X but i used a undergravel filter with soil on top,over head filter, and for the plants i use those $3 kind you find in those cups.. i also feed my shrimps algae pellets everyday....my tank also have problems like snail infestation and hydra..cant take a photo coz i already broke it down..X.Xsorry..
errr...also.. i budget my tank to be around $30..is it too much/little? o.o
