growing out of control grows everywhere, gathering together to form masses of green strands which look like cotton wool

First of all, are you dosing your tank with liquid fert?....how much are you dosing and what is the volume of your tank. Next what plants are you having.

You need to get a Tetra Algae Scrapper to get rid of those growing on your tank glass, and you need a horde of Yamatoe Shrimps for the rest of the tank.

What is your tank size and your lighting level?

If you have high lighting, it is likely that your macro nutrients is out of whack.

What fertilisers you use? Do you add K, NO3 or PO4? It is likely that you need to dose these.

    Do you inject CO2?

What is your pH/KH? Do you test for NO3 or PO4?

Are you saying that you are not dosing any liquid fertilizer? If so, it is almost certain that you are having nutrient deficiency of some sort.
