Where to convert Scuba-Diving Tank to CO2 tank?

Can anyone advise where in Singapore can I convert scuba-diving tank to CO2 tank that can accept normal CO2-regulator that we normally would use?

Does System & Control Engineering does that?
If so, does anyone has a clue on the charges?

For that matter, does anyone want to consider buying the tank (2 pcs) from me so that I can use that $ to buy a big CO2 tank?

try checking with those who deal in gas cylinders.
the adaptor for co2 fitting has the designation, cga320.

Me think that the conversion cost may be higher than buying a new tank.

If so, why do the conversion?
