Just to check is External canister a MUST if I'm getting a chiller?

You can use a pump/overhead also.

A canister is quite cheaper than a chiller, hardware or running cost. Effective filter is more important (and it's a must) than a chiller to a tank.
Anyway, IMO, go colder and everything of a tank will be beautiful in a place such as Singapore.
Go around of LFS and look the flagship display tank, reef or planted, there must be a chiller beneath the cabinet. Colorful, go further, fully air-conditioned.

Canister is more neater than OHF for the looks of the tank setup. It depends on your preference for canister or OHF as both serves the same purpose.

Yishun street 22 got one Xing Xing Aquarium, the boss there is really a gentle man, and lady boss is nice. They quote a "special" price.
