I don't think this plant on the pavement is HC.

When i walk my dog, i see these, I almost fainted, here we are trying our best to grow it under water. Here they are growing happily in between bricks under my foot. haiz

This is not HC ( Hemianthus Callitrichoides ).

Even if it is, it's not surprising as HC can be grown emersed. That's what "dry start method" is all about. Farms do that all the time.
Haha, i see it a lot of these at my place too. Never appreciated them until I start growing HC.... not HC but its pretty!
I read it called "artillery fern" although it isn't a fern though. I row it in my paludarium, very easy.

sorry for the mistake, but its like hc, very easy to grow i guess.
It is very nice to see the plant covering the gap of the concrete floor, it looks like HC carpet from far.
