Yes. In the wild, when the water level in the river/stream recedes, these plants adapt and change into the emerse form, likewise when the water level increases again (rainy season), they will change back into the submerge form.
Emerse form more easier to take care. Don't need to worry about CO2 and other stuff. Fertilisers can use nursery ones, cheap some more.Sunlight is free too.

Note that some plants (e.g. Pogostemon stellata 'Narrow Leaf') may give you a scare when they shed all their emmersed leaves when you put them in your tanks.
