Can i confirm it this plant call hemianthus micranthemum
Also, when i plant this 2 weeks ago, it is only about 8cm tall. Right now its about 15-20cm tall. However the funny thing is the new leaves are different from from the lower part of thestem.

You can see the picture, lower part of the stem is what it look like when I bought the plants. Right now the upper part of the stem, the leaves are thin and long. Also the color of the new leaves are greener and not as dark green or dull compared to the lower part of the plant.

Is it a sign of insufficient light or nutrients?

Looks like a Rotala species to me, could be R. nanjenshan. Refer to this link:

    http://www.aquahobby.com/garden/e_Rotala_nanjenshan.php

The plant changed leaf shape because it was probably grown in emersed condition before being sold.

    Hope that helps

Thanks..it do look like the picture you have provided. But its just funny how the plant turn out differently from what I've bought, and the top part looks different from the bottom part.
But anyway, this plant has now grown up to 30+cm long and its wavering to the current. Quite a nice sight.

Normal, its emerse leaf (round) and submerse leaf (long). There are many other species that have different emerse leaf
