A clip on fan will do. ANS 1000 is a quiet one.
I uses it on my 10 L and manage to to keep it around 28 degree C. Not too big a problem for RCS and Christmas Moss and HC.

I've just set up my Dymax IQ5 13 litre tank with dwarf anubias, Windelov fern, cabomba and Christmas moss. It's cycling with a couple of guppies and 6 neon tetras.
I've been keeping a close eye on the temperature of the water and it's always hovering around 28 to 31 degree Celsius, which is warmer than what I'd like it to be.
Here's the thing — I want to keep everything as natural as possible, and as low-tech as I could. Now, should I actually invest in a chiller for the tank? Or should are the inhabitants ok with the very warm super-tropical temperature?
If you think a chiller is necessary, could you recommend one suitable for a tiny 13-litre tank?
