got offer for a arctic chiller model dba 075 about 1 year + old. selling at $2xx. said he bought from a fish farm for $5xx+. i have check that a brand new set of this model cost at least $1xxx.

please advise if i can buy from this guy?

He might have bought it 2nd hand from the fish farm.
Do check if its working properly before your purchase, if not you might have to send it for servicing.
Was it use in salt or freshwater? You'll need a thoroughly clean it if it was used in marine setup and you're using for freshwater.
