Well if you use tap water to rinse them, they'll die within a few hours. Sometimes even with aged water they just drop dead in our heat.
If the tubifex do happen to come with the white gunk (or white jelly-ish cottony stuff), I usually put it in a cup and add water, stir and decant. Repeat about 5-10 times until the white gunk is gone. Using a plastic fork to stir and break up the clumps of tubifex helps IMO. Never had problems with Tubifex using this method.

I don't think hatch baby brine shrimp is a hussle..
Just prepare 24hrs ahead and you are ready to go.
