Help! Fungus or?

Hi guys, I've just filled in my 4 ft tank last week after DSM for a few months. However, I've noticed some long white strands forming on my HC, causing them to turn grey and die.

Not only that, it appears to be extremely virulent and has destroyed a patch within half a day and spread over to the next patch. My gravest mistake was to leave the original small patch by itself, merely dosing some excel thinking that it was part of a new tank syndrome.

It has since moved on to almost every patch - it appears to favour larger clumps

, devastating my foreground completely. Worst still it has moved on to my other large leafed plants. I have removed all affected plants and completed a massive water change to attempt to remedy the situation but just this morning I found another infected plant.

Symptoms:
- White, soft hair like strands
- Affected part becomes grey and appears to be rotting
- Began with HC

Tank Specs:
- 4 x 1.5 x 2
- Chilled to 26 degrees
- 6 x 54w but only 4 x 54w on for 8 hours
- CO2 at 4~5bps through inline UP atomizer
- 2 x 2217
- Fertilized using LushGro Aqua and Micros with additional K2PO4 and Excel

were the "White strands" you encountered during the DSM phase, before you filled in your tank with water?

if so, some of us experienced the same problems you faced...

I have faced the dreaded "spiderweb" version during DSM but I only encountered this one after filling in the tank. The DSM one kind of looks like straight taut strands that glisten against the light, but this one is kinda like soft white hair (for the lack of better descriptive words

) I'm not sure whether it is the same thing, but I don't think I can apply the same solution during the DSM where I dried out the entire tank haha I will upload a picture of it as soon as I can!

Edit* - Another difference I noticed is that this white hair stuff only seems to grow on the leaves whereas the "spiderweb" during DSM would be closer to the substrate.
