The reason why I said both sides have to be sealed is simple. It has to withstand the weight of the soil bearing on it, otherwise it will give way if sealed only on 1 side without some sort of support behind it.
I think the divider does not need to be 100% water tight as the only function is to prevent soil from passing over to the other side. As long one side is sealed properly should be ok.
