Wouldnt advise adding tetras and guppies if you want to have CRS in the tank.

i am going to setup a tank with crystal red shrimps and some small friendly tetras and guppies. but am not sure if everything is ok and need more guidance. Below are the things i have bought but not yet setup and i hope it is ok before i will proceed.
1. 2 feet long tank x 1 feet wide x 1.5 feet high
2. 2 x 24 watt 12000 k lighting
3. ADA aqua soil amazonia 2 normal type 9 litre
4. Gex 210 chiller for up to 160 liter capacity chilling
5. Eheim Ecco Pro 130(2032), flow rate 500 liter per hour
6. Flourish excel 250ML for liquide carbon
7. aquaurium sand yet to get
what i want to know is base on the above, is anything missing? i read some sites that mixing the soil and sand together gives a better grip for the root system, anyone have any idea on what is the optimum way of planting? is using just item 2 enough or do i have to top pr add anything more?

i understand the per watt gallon, mine works to be about 2.5 watt per gallon
