    pH: 7.4
    NO3: 0PPM
    Temperate: 29 - 30 degrees
Has put in 5 malayan shrimp, but 2 jumped to their depth. No fish in it until this evening.

    Just three advises:
    1) Where is the flipper that come with the Nutrafin CO2 system? If you use ceramic defuser, chances are you won't see any bubble comes out from the defuser. Therefore no CO2 desolve in water. You need pressurized co2 (cylinder type) for ceramuc defuser.

    2) Try using internal or canister filter and position the spray bar or the filter's outlet same or lower than water level. Hangover filter create too much turburlence on water surface and results in more co2 "escape" from water.

    3) Water temp might be bit higher. Try install fan.

if you have the kH reading, you'll be able to find out what's your CO2 level. But chances are it should not be enough.

NO3 is low, which probable means that the N is not enough for the needs of the Riccia.

Temp at 29~30 is ok... not necessary for fan.

Using the flipper for such a small tank would not be a good idea. Try to reduce CO2 loss as much as you can.
    Cheers!!
