normally should be 4 or 5? well initially when i started i only got 6 - 2 died and i raised 4 to adulthood. do u know, that even if the eggs dun hatch on first try - u can scoop them up, after that dry them completely and they will have a chance to hatch again the next time? some of the eggs takes more than first rain to hatch, as it is an evolution to ensure their survival incase this rain/ flood of the area will not last long for the whole generation. Another way to ensure higher rate would be to freeze them in freezer after drying them - to imitate that the eggs went through a change of seasons, and it will definitely promote more hatchlings - tested and proven. So my advice, take out all the eggs that should be floating and haven hatch, dry them and keep them cause they might hatch the next time when u add in more distilled water.
There is another way to induce hatching is to keep adding distilled water for the top up - this is also to stimulate the rains that are occuring in nature everyday. But propbably you wont want that to happen as the bigger triops will eat the smaller larvae. - triops need quite alot of space, if they sense a weaker of their type, they will not hesitate to consume it.
An advice to raise very healthy and bigger triops - would be that the growth rate of triops are proportionate to the amount of oxygen and the space available (food of course makes a difference too, but the triops will probably stuff themselves to death if you over feed). More space for movement = bigger and more successful, same for the amount of oxygen in the tank.
