When a habit begins to cost money, it's called a hobby.

i dont like to do the vacuuming .. i think it mess out the gravel and throw waste all over causing spike
if you doing only 10% change .. i think the scoop out from the top and pour through a big coffee filter then throw back the coffee filter into water or equivalent

Or you may use a piece of gauze (or those materials from fishing net) to cover the inlet of the pipe before you suck in the water during water change... This will prevent shrimplets from being sucked in but it may also be less effective in sucking up the dirt/ poo of the fauna... Hope it helps...
Bro Mo,
Try not to change too much of your water cos our tap water PH is high and it seem you have a mixture tank...so must be careful of each and different PH your shrimp like. And yes please suck the water from the top...some said they will shut off the filter let it rest for a while before suck. This is a way to remove No2...No3 cause they lighter then water.
Hope my advise help....
