    Those are hard... You want to google about their compatability, accounts vary from death and disaster to communion.

    Let me try my best having kept quite a few Vampire crabs and still have about 6-8 Vampire crabs with me...

    - how many crab can I keep in 30x30x30cm and 60x30x30cm tank? >Well for a 1ft cube tank you can easily keep 4-8 crabs, the trick is to give them ample hidding places. You can actually use those pyramid style hideouts CRS/Shrimps keepers are using for them too or you can DIY your own by using PVC pipes or Bamboo with hollow centre
    - which filtration are best to use if i planning to do a 50:50 ratio land and water setup? >This can be subjective as it really depends on your scape and setup, for my tanks they're all link to a sump with 2 external cannister to give them that extra filtration but if your tank is 1ft cube then I would say modify a Hang on Back so that it can suck the water from a lower water level

    * small canister filter > cannister filter will be ideal too as cleaning of the filter will be easier too
    * HOB filter like Aquaclear
    * Sponge filter
    - do I need a strong light? > Vampire crabs are actually very shy when the lights are on so depending on what plants you intend to have, I would say for a 1ft cube tank a PL or T5 (24w) would be sufficient
    - do I need a aquarium fan? > Again can be subjective cause my crabs tanks are in the 26-29 degree range
    - can I keep some shrimp, tetra, cory or cpo on the water part? > Yes you can, cause in the water section I've a few Otos that I have kept for a long time
