The sand will remain at the bottom if it is fine sand. Your soil will pretty much go on top of the "sand" depending on the size of each granule. Over time the sand layer or soil layer may compact, and cause some dead spots to form. Another thing to note is, if you have sensitive fish and shrimp, remove them, and do this slowly. I would suggest that you drain the tank water into several buckets and then lay the new layer of soil.
Soil above sand will basically look like kueh lapis. Black on top, brownish below. It might look like an eyesore to some. I mixed my GEX soil with fine river sand, no problems, however, the larger soil granules keep rising above the sand as my fishes dig around.
If you want to do this, I'd suggest that you decomm your tank, and redo it with soil below, place a netting on the soil and then fine sand on top. Note, soil from other people's decomm tank will cloud your water. This is because they are basically bits of rocks and stuff coated with a mud-like substance. No matter how slow or carefully you do this, it will still cloud your water. Another thing to note, if the soil is still soggy, it may foul your water. If you intend to do this, it is best to sun dry the soil. Then you can layer this over the sand slowly with a plastic 'tau huey' tub.
