Fungus on plants!?

Please help me with the problems as described below:

No. of Hours your light is on : 10 hrs

Substrate Used : Cocopeat & gravel
How Thick is your base fert : 2"
How thick is your gravel : 1"
Liquid Fertilizers Used : Not yet used
Frequency of fertilization :
Tank Temperature : 26
Type of Filter (overhead/internal/canister) : Internal
Filter media used : ceramic ring & sponge
How long has your tank been set up : 1 month

Describe your problem :

Problem 1: Very thick surface scum. Have to clear everyday
Problem 2: white, fungus-like patches found on inner tank surfaces and on plants.

Prob #1
To me, surface scum is not a problem. I have a non litted, non CO2, no filtration low low maintenance tank. Surface scum do accumulate but I never bothered to removed them. If you want, put in some mollies or guppies which will help eat up these surface scum.

Prob #2
I really don't know what is that fungus thing or how it comes about. Is it easily removed. If yes, juz remove it and see if it comes back. Could it be dirt? Sorry, only guesses... can't help here much if I don't know what is it. Maybe a picture would help.
