ok I gettjng the 1/10 Attica chiller but I use a eheim 2213 is the flowrate enough or I need to get a bigger filter

Not quite enough. But still can be used as Artica's temp prob is located at the inlet of the machine itself. 2213 only has a flow rate of 440l/hour. You need preferably at least 600l and above thou.

make bigger holes for your rain bar outlets will slow down the flow by a lot.

I was thinking buying 2215 as the flowrate is about 660lph connect to 2213 then to the chiller to the tank

hehe, i may suggest you getting a 800-1000 lph rated canister.
after you put in all the media, the flow will drop 10-20%.
if a canister is rated at 660LPH. its actually measured before any media is placed in.
lets say u use 660lph, 80-90% will leaves you 528-594LPH
