Just use a surface skimmer to solve your problem.
If your tank is not too big then you can rear some guppies,platies..... to solve it.

I am setting up my new planted tank now.
Added substrate to the base follow by gravel to abt 3 inches. Fill up water very slowly. Water is quite clear but I see a layer of oil on water surface now. I fill up the tank with water about 3 inches above the gravel to let the water particle settle overnite as I will be planting the tank tomorrow.
Question : Do I ignore the layer of oil? Will it be gone after I start the filtration later tomorrow? IS this normal?

It may come back when you start planting.
I keep mollies to eliminate them. Maybe this might help you [:]
