The only fish that "may" need a heater in our climate are discus, and even then that is not required unless they are kept in an air-conditioned room. Cold to touch doesn't necessarily mean cold for the fishes. As long as the temperatures do not go below 22-23 deg Celsius, tropical fish will do fine.

Yeap, it's a common misconception in Singapore that our tanks need heaters. The only time heaters are needed in Singapore are when you have an ich infection and you want to speed up the ich cycle or some other medicated reason. Heaters are only needed in temperate countries.
my tank temperature is quite stable at around +/- 28 celcius regardless of day, night, rainy days, or hot days. I put the tank at a corner that will never get sun light.
