I doubt the E. Ozelot's poor growth has got anything to do with the flow....you need to check things like CO2 and nutrients before pointing fingers at other factors.

My E. Ozelot and E. Rose were plantlets when I got them. Planted one at each corner of the tank and popped in 2 root monsters for each plant. The E. Rose is already 2 feet tall but the Ozelot is only around 25cm tall. Besides that, the leaves of the ozelot is always disturbed by the current and alage is growing on leaves which are facing the outlet of the reactor.
Well, firstly the ozelot may not be an ozelot... an E. Red flame under low-medium light looks very much like an ozelot, and 25cm is about the max size.
Secondly, since the 2 plants are different, there really is no reason to expect them to grow the same.

I have experience that Echinodorus sp. and Cryptocoryne sp. getting algae problem in high water flow area in my tank. It seemed to me too that high flowrate do pose some problem to certain plant species.
To be sure, you can try redirecting the flow or change the position of the plant.

From my experience, my E. rose grows faster and bigger than my E. ozelot. Same tank both at different end of the 4ft, both with filter output going pass them.

I do have similar experiences with ozelot and rose. My rose grew 3-4 times faster than my ozelot. Both have the root sticks the same time.
