A surface skimmer attached to the inlet hose of a canister filter will solve the problem.

consider keeping some mollies or platies or guppies.
they will help to keep your water surface clean.

In Australia there is a product produced by Aquasonic....called BioAid
    was sold as ProBac
It is a probiotic bacterial additive......
It adds bacteria that will eat any surface oil
Perhaps there are similar products in Asia?

Oily surface, if you don't mind David just run a piece of paper across the surface. It usually picks up the muck floating around.

I'll use those thick tissue paper from the kitchen, do a quick dip on the surface. It helps get some oil off.
Moved on from plants to predatory fishes, but still finding for inspiration for a 3ft planted tank.

Use a surface skimmer or get 1 or 2 guppies/endlers as they have more beautiful colours than platties or mollies. I got 2 endlers for my planted tank and it solved the problem.
