Pre Filter is easy to clean, just shut off the valve and you can remove the prefilter and wash it. I normally change my wool once a week and it takes only about 5 mins. If you just push in the wool and turn on the filter, there will be air trap at the bottom of the filter. What I do is,
1 ) Fill up the prefillter with 50-60% water.
2 ) Add in the wool and compress it, this will force out the air trap under the wool or in the wool.
3 ) Allow the wool to recover from it compress form, this way the wool will take it water.
4 ) Top up the balance space in the prefilter with water and closed up the prefilter. This will minimize the remaining air left in the filter.
5 ) Reopen all the valve and the remaining air in the prefilter will be suck out easily as the remaining air that was trap was already at the top of the pre-filter.
I might not be right but this method works for me.

I think i know what's wrong, there is too much outflow from my filter, thus too much water movement in my tank. This cause all the waste in the gravel to swirl around.

takes a while, esp if it is new.

If your outflow is strong, that means your inflow is strong too. Evenually these waste and particles should be pick up by the filter. Try to aim your outflow against the tank wall, this will cushion off some of the flow.

Another method if you are using rainbar, u can adjust the rainbar pointing diagonally upwards while it's submerge under water.
This way, the flow will be towards the water surface, then downwards.
This will be able to reduce the inflow.
Good luck and happy shrimping
If water still doesn't clear up, you may try putting carbon bags in the filter or in the tank to soak for a while once cleared remove it.
Alternate can get a few of those charcoal bamboo for shrimps to hide. will help clear up cloudy water too.

Probably your water flow is not very good therefore algae bloom is very likely to happen.
