Depends on what fish, some tropicals need a black base/substrate to show their colours, some need high quality fish feed (Mostly Parrot Cichlids). Generally to improve fishes' colours, make sure you maintain a good water parameter, feed foods high in Astaxathin (MP). Blackwater Extract is known to improve certain fishes' colours too.

yup, black water are not for all fishes.

good water parameter and the food you feed them affects the guppy colours..

Blackwater would be good for acidic water fish such as Rasboras/Rams, but guppies prefer alkaline water. Fish in unsuitable pH will be prone to stress therefore loss of colour.

For me it'll be 1) Good water parameters 2) Quality fish food eg New Life Spectrum (i highly recommend this brand), Tetra colour enhancement 3) Dark coloured base/substrate
Don't really need black water cos the abovementioned points are good enough to ensure good colours in fishes and this is from my own tried and tested experience. Points 1 and 3 will enhance the colour of a dull looking fish but if you feed it New Life Spectrum on top of points 1 and 3, it'll just enhances the colours to whole new level.

I would use one of the pink plant bulbs. These have peaks in the red and blue regions of the spectrum. Some have another spike in the green or yellow region too.

These pink bulbs will really bring out the colors of your fish. If you have red plants, they will look great. Many of these pink bulbs are designated as plant grow bulbs. You need to mix a pink bulb with 6000K, 6500K, 6700K or 10,000K bulbs to make the aquarium to look nice. The all pink look is just to strong.

This will make your guppies, rasboras and rams look terrific.

    Some pink bulbs are:
Coralife's Colormax bulbs in T8, T5, T5HO, screw in PC, etc
for PC's, GE's 9325K 55w straight pin bulb does great
There are many pink T5's and T5HO's.

Agree bro. Some fish with rich, dark vibrant colours turn pale under Daylight Light tubes in my experience. Tried pink light tubes before and the aquarium looks really mystical and beautiful.
