    go there and ask.

    a) is the chiller sized for your tank?
    b) is the flow rate correctly sized?
    c) is there sufficient air flow around the chiller to remove heat?
    d) is the thermostat set correctly? ie: the desired tank temperature as opposed to the CURRENT tank temperature?
    e) did you read the manual?

i can only think of a couple of reasons,

    1. The Chiller is under-strength for your tank
    2. The Chiller might be faulty (that is if u read the instructions and followed everything as instructed)
    3. The amt of heat produced by your lights is much more than what your chiller can remove.
    4. why do u want your water to be at 25 degrees?? it is very cold for the fishes leh.. try 26-28 degrees.. it should be just fine.
    5. How long have u run the chiller before u notice that there is not much difference and the temp cannot go down?

could you provide more details such as
    1) size of tank
    2) what's in your tank
    3) location of tank
    4) what type and power rating of lights used
    5) distance of lights to water surface

have you measure the actual tank water temperature?

I've got a 2nd hand resun cl280. I test run it on a pail of water and set it for 24 degree. It works perfectly ok. But I've got no manual. I'm running it on eheim 1048.

    Bull,

    4 causes :

    1. flow rate to high - result unable to cool to desired temperature in time.
    2. Chiller vent blocked - result condenser unable to ventilate.
    3. water volume too high for compressor.
    4. heating equipment / lights / motorised equipment - result too high heat generated for compressor to handle.

Check all these and see how

    Cheers
