1) normal as the flipper is new. wait for another day or two for bacteria film to build up and the bubble will be travelling up smoothly.

2) try to divert filter outflow near the flipper to improve water flow. however, there is not much that you can do. or you can fashion an inverted cup on top of the filter to trap co2 after leaving the flipper.
