I have a 60 liter tank and already have Gex soil in there with plants and moss. I'm thinking of getting a few cherry shrimp. Is a cheap sponger filter sufficient? I have a Eheim Liberty HOF but I'm not sure if the flow rate makes the current too strong for shrimps.

HOF should be fine, especially for a 60L tank

60L tank is not that small, I suppose its a 2ft tank.Use the Eheim Liberty HOF or better still a canister.
My <30L tank is using a 2213 canister

Yes it's a 2x1x1 ft tank. Ok I will use the Eheim Liberty HOF. Just wondering, isn't the 2213 current too strong for shrimp? I had shrimp in my 2213 community tank and they were constantly "blown" about when they swam into the current from the rain bar.

I used a liberty 2041 previously on my 20L and moved on to a canister. As long as the shrimps are not constantly being blown about, they should do fine. I noticed one of my cherries like to "ride" the current.
