U have to use liquid fertilizer even if you are using base fertilizer.
I am using TMG for my 3 ft tank.
For base fetilizer, i am using JBL.
For gravel, it is recommended to use 2-3mm sand.
This size will be better for planting.

IMO there is no hard and fast rule in a planted aquaria. Sand can be use such as white river sand or ADA rio Negro sand. These sand don't give good support to plant's root thus they are often not use if foreground plants are used.

It depends on what you wish to plant. If you have plants with shallow roots, you might want to use sandy gravel. If you have more deep roots plants perhaps bigger gravel would be a wiser choice. The idea here is that if the substrate is too small it will result in compacting of the substrate which is no good for plant growth. Too big substrate will allow dirt to fall below areas where you can't remove them easily thus resulting in water pollution.
I would suggest you to think about your plant list before deciding which to buy. Most planted tanks uses 2 to 3mm diameter substrate. Some people will mix their substrate to cater for different plant types. Hope this helps you.
