could be a headstander, Anonstoums sp. or simply a pencilfish Nannostomus sp., anyway they're closely related. All members of the Characin order which includes all the tetras.
why I don't do garden hybrids and aquarium strains: natural species is a history of Nature, while hybrids are just the whims of Man.
