Water parameters are good. My PH of water is close to 7.6. Amm 0, Ntrite 0, ntrate 20-40ppm.

He usually sits below the filter tube and occasionally goes up for air. Behaviour seems normal, but he does occasional rub itself against the gravel, which ive seen him do for the last 10 days and it has been worrying me. Velvet is usually classified with golden tint on the body. I do see some goldenish tint on him, but I cant be sure cus Cory duplicareus usually have some golden tint seen under light. I don't want to unnecessarily treat him with velvet medicine since they are so strong.

Some diagnosis would be greatly appreciated.

I can't make out if it has velvet or not. You might want to have a closer look and see if you can spot a fine peppering on the body. If yes, then you have velvet on this fish, if not, it could be something else.
