so this is how is works
Dosing Pump for freshwater or marine. This unique vacuum pump is designed to pump water up to 30" at a flow rate of 3 1/2 gallons per hour. Powerful and durable function allows for many applications such as trace element dosing, drip system for reptiles terrariums, circulating pump for lizards, amphibians and for priming gravity fed siphon tubes. It is recommended to use Suction Pre-Filter with Aqua Lifter-Dosing Pump so clogging does not occur. Suction Pre-Filter removes large particles before they enter Aqua Lifter.

You can actually just use a regular air pump connected to a switch or timer, along with a bottle as a reservoir. The air pump pushes in air into the bottle containing a pre-mixed type of fertiliser fluid you want to dose, then the fluid travels along a second tube back out into the tank. It is similar to an automated water top off system aka ATO, minus the float switch.

Last I recall, this particular product was available at PetMart. Not sure about other LFS though. Perhaps giving a call to PetMart to make an inquiry might be good.
