I suppose it all boils down to maintenance. Having more fish in a given size tank invariably means more vigilance is required in maintenance, namely in ensuring the water quality in the tank is maintained in a state favourable to the fish, etc in it.
If one has the time, it will be a good idea is to watch the fish and siphon out the poop on a continuous basis, say hourly ,etc. This will go a long way to delay fouling of the water, and it will help prevent overloading of the biological filtering system too. Of course the water change routine must be timely adhered to.
To make a simple tool for siphoning poop, get a piece of stiff (hard) small-diameter plastic tubing and cut it to a length slightly more than the depth of the tank. This tube is attached to a piece of standard air pump hose. This small diameter siphon will not draw much tank water out, but in any case, the siphoned water can be poured back into the tank through a fine-mesh fish net. The poop can be used for feeding a tubifex or daphnia culture (if you have one).

i'm thinking of having them small... not sure when they are fully grown and happens to be still alive my tank can accomodate them anot
i am using a Ocean free hang on filter, which i think its not enough for goldfish cause they got alot of waste

60L is roughly 2ft. Suitable for a pair, as it will outgrow the tank eventually. So if you are talking about small ones, maximum 4. If your rearing skills is good and the fish grows, you'd have to plan for a 2nd tank.
