Seaview seems like a fish farm. They sell beginner fishes? Are they like qian wu?
Seems like no retail like that.
I very newbie gonna bring kids there to buy start up kit. Good?

Yup, seaview sells many fishes, including hardy beginner fishes. They do sell retail, with the price of the fishes (for different quantities, including per piece) written on the tank. However i think it is most people buy fish in bulk when they go there. They also stock a rather large variety of products, so i guess going there to buy start up kit will be good.
